Who issues Duplicate Racing Papers?

For Australian horses currently registered and racing - The Registrar of Racehorses (ROR) issues duplicate racing papers and Thoroughbred Identification Cards.

For unnamed or retired horses - The Australian Stud Book issues duplicate identification papers and Foal Identification Cards

How can I have duplicate papers issued?

The Managing owner, Trainer or Managing Lessee should complete an Application for a Duplicate Horse Identification Document form. The Declaration must contain the following statements:

  • The horse's name and the circumstances relating to the loss of the original papers.
  • That if the original papers are found they will be returned to the ROR.
  • That the papers are not being held by any person in lieu of monies owed or for any other reason.

The Declaration should be signed in the presence of a person authorised to witness Statutory Declarations and sent to the ROR with a payment of $110.

Under the Australian Rules of Racing (AR27), the ROR can only issue a duplicate Document of Description or Thoroughbred Identification Card if we are satisfied that the evidence received confirms that the Document of Description or Thoroughbred Identification Card was lost, destroyed or for some other reason could not be produced.

What do I do if my horse's racing papers are being held?

The ROR does not issue duplicate racing papers when the papers are being held by one party as a result of a dispute. If a dispute arises between the horse's connections, it is the connections' responsibility to resolve the matter. If there has been a breach in the rules of racing during the dispute, the ROR may refer the matter to the Local Stewards for a determination to be made. Stewards have powers under the Rules of Racing that enable them to order any person to surrender a horse's Document of Description, Foal Identification Card or Thoroughbred Identification Card. If a person does not comply with the Steward's request, the Steward may further direct the ROR to issue a duplicate Document of Description, Foal Identification Card or Thoroughbred Identification Card for the horse.
