Amendments - Effective 1 November 2024 - AR 88C, AR 88D, AR 88E and AR 85
At a meeting of the Veterinary and Analytical Advisory Group (VAAG) noted that the recently adopted Prohibited Practice Rules - AR 88C, AR 88D & AR 88E; and also, the current rule dealing with "firing procedures" - AR 85, does not explicitly prohibit persons from performing these procedures, whereas the rules dealing with shockwave therapy (AR 86), intra-articular injections (AR 87), injections (AR 254) and injections of Cobalt salts (AR 254A) makes provision in this regard.

Amendments - Effective 1 May 2024 - AR 2, AR 88E - Bloodletting
The International Agreement on Breeding, Racing and Wagering is a voluntary agreement designed for the guidance of recognised Racing and Breeding authorities. The Agreement is reviewed once a year by the IFHA Annual Conference.

Amendments - Effective 1 February 2024 - AR 79 - Bleeder Rule Amendment
Under the current version of AR79, a horse cannot be trained, exercised or galloped on a racecourse after having a first attack of bleeding (blood in both nostrils) however, this does not exclude or prohibit a horse from being trained, exercised or galloped at other locations such as a private pre-training property, recognised training track, beach or other place.

Amendments - Effective 1 February 2024 - AR 186 - Ban practice of imbedded lead / weight in race riding boots and other equipment worn by rider
Racing NSW recently experienced an incident whereby a horse was disqualified due to the rider weighing in light. It was found to be caused by the apprentice rider using riding boots with lead embedded and which weighed collectively around 1.5kg.

Amendments - Effective 1 February 2024 - AR248, AR2, AR17, AR286, AR253 - Selective Androgen Receptor Modulators (SARMs)
Interest in Selective Androgen Receptor Modulators (SARMs) for human clinical purposes has increased following in vitro and in vivo studies showing these compounds to be effective anabolic agonists, without side-effects often associated with anabolic-androgenic steroids.

Amendments - Effective 1 February 2024 - AR 123 and National Equipment Register inclusion - VIPA III Safety Vest
A VIPA III Safety Vest (manufactured and supplied by Vipatech) was submitted for testing by Human Impact Engineering. An application was submitted for consideration to be approved and included in AR123 and the Racing Australia National Equipment Register.

Amendments - Effective 1 February 2024 - National Equipment Register inclusion - STEP stirrup irons (Stainless Steel)
A request was received to consider the approval of a set of stirrup irons on behalf of a Japanese Manufacturer. Two (2) types of stirrups were submitted for consideration, a stainless steel version and an aluminium version.

Amendments - Effective 1 February 2024 - Schedule 1 Prohibited Substances Lists & Exemptions/Thresholds - Inclusion of Cannabinoids in Prohibited List A
Cannabinoids have always been substances banned at all times under the rules of racing by their inclusion as a Schedule 9 substance.

Amendments - Effective 1 February 2024 - Screening Limits for the purpose of AR 257 - Dexamethasone
Racing Australia (RA) is a member of the Asian Racing Federation (ARF). The ARF wrote to RA seeking RA's commitment to adopt a recently approved Asian Screening Limit (ASL) for Dexamethasone in plasma.

Amendments - Effective 1 February 2024 - Screening Limits for the purpose of AR 257 - Procaine
Racing Australia (RA) is a member of the Asian Racing Federation (ARF). Following the adoption by the Asian Racing Federation (ARF) of an Asian Screening Limit (ASL) in respect of Procaine (20 ng/mL) - in urine, VAAG was requested to provide opinion on screening limits pertaining to Procaine.

Amendments - Effective 1 June 2023 - Codes of Practice and AR 88B, AR 78 and AR 297
- 1. Horses that have not started in a race for 12 months or longer - returning to training and racing;
- 2. Horses that have experienced a cardiac arrhythmia after a race - returning to training and racing;
- 3. Horses that have suffered a major fracture and/or undergone major orthopaedic surgery - mandatory reporting and returning to training and racing;
- 4. Horses aged 12 years - pre- and post-race veterinary inspections; and
- 5. Horses that have been retired from racing - reinstatement for training and racing.
- - New AR 88B in Part 5 - Eligibility of horses to race, Division 2 - Restrictions/ exclusions in relation to participation of horses in races etc for 1-3 above;

Amendments - effective 6 May 2022 - AR 36A & AR 36B Fitness and propriety of owners
The introduction of new rules covering the fitness and propriety of owners (AR 36A and AR 36B) has been under consideration by the Racing Australia Board since February 2021. Following extensive consultation, Principal Racing Authorities unanimously supported the introduction of these new rules which were subsequently endorsed by the Racing Australia Board.

Amendments - effective 1 January 2022 - AR 99 Disqualification of Wrong Horse Which Competed in Race or Trial
Under AR 234, PRAs/Stewards may disqualify a horse entered or run in any race under a fraudulently false description or in connection with any other improper or dishonourable action or practice. This rule was designed to deal with matters which generally involve an element of misconduct.

Australian Rules of RacingThe purpose of the rule is that if a horse has been nominated for a Group, Listed, or Restricted Listed race, and that race is within 30 days' time, then if the horse is to be scratched, it must be done immediately. This is because betting activity increases significantly the closer you get to the race and punters need to be assured that a horse will only be scratched if something happens in the future.

Australian Rules of RacingFollowing consultation with Principal Racing Authorities and industry bodies, Racing Australia has approved amendments to AR 122 to vary the lifespan of a rider's helmet from 5 years from manufacture date to 5 years from purchase date or 8 years from manufacture date (whichever is earlier), and other related changes.

Under the Trainer and Owner Reforms (TOR) Rules in Schedule 2 to the Australian Rules of Racing, where an owner has failed to pay their training fees as required (and has not lodged a Dispute Notice in respect of them) a trainer may lodge an Enforcement Action Application (EAA) against the owner.
